A disruption to hazardous (flammable, explosive, and toxic) material (HAZMAT) storage plants may trigger escalation effects, resulting in more severe performance losses making the restoration difficult. The disruption, such as an intentional attack, be difficult predict prevent, thus developing a resilient HAZMAT plant practical effective way deal with these disruptions. This study develops dynamic stochastic methodology quantify resilience of plants.
